Se debe distinguir entre billetes dañados pero no mutilados y billetes mutilados.
1) Un billete dañado pero no mutilado es cuando: "Not mutilated but damaged currency includes any bill that is CLEARLY more than one-half of the original bill, and does not require any special examination or investigation to determine its value. Examples of non-mutilated bills include those that are badly soiled, dirty, defaced, disintegrated, limp, torn or otherwise "worn out."
These damaged-but-not-mutilated bills can be exchanged through your local bank"
En chileno, si claramente es más de la mitad del billete original, y no requiere un examen especial o investigación para determinar su valor. Ejemplos: muy sucio, sucio, desfigurado, desintegrado, blando, roto o de otra manera "desgastado".
Estos billetes pueden ser cambiados en un banco de USA.
Intentaría entonces como primera opción que los recibiera algún banco de USA con oficina en Chile.
2) Billete mutilado: Es: "Mutilated currency is considered to be any bill NOT CLEARLY more than one-half of the original bill and/or requires special examination to determine its value."
O sea, el que claramente no representa más de la mitad del billete y requiere un examen especial para determinar su valor:
"Most mutilated currency has been damaged by fire, flooding, chemicals, explosions, animals or INSECTS. Another very common source of damage to currency is petrification or deterioration by burying".
EJEMPLOS: incendios, inundaciones, productos químicos, explosiones, animales o INSECTOS. Otra fuente muy común de daño a la moneda es la petrificación o deterioro enterrando

"Mutilated currency must be mailed or personally delivered to the Bureau of Engraving and Printing. Here, according to the U.S. Treasury, is how to do it:"
Los billetes mutilados deben ser enviados a la Oficina de Grabado e Impresión de "U.S. Treasury", que vendría siendo para el caso como nuestra Casa de Moneda y Banco Central.
"When mutilated currency is submitted, a letter should be included stating the estimated value of the currency and an explanation of how the currency became mutilated. Each case is carefully examined by an experienced mutilated currency examiner. The amount of time needed to process each case varies with its complexity and the case workload of the examiner".
Al enviarse los billetes, debe adjuntarse una carta indicando el valor total estimado de los billetes, junto a una explicación del cómo se mutiló. El caso será examinado cuidadosamente por un experto examinador de billetes mutilados. La cantidad de tiempo requerida para el proceso variará conforme a la complejidad del caso y la carga de trabajo del experto examinador.
"The Director of the Bureau of Engraving and Printing has the final authority for the settlement of mutilated currency claims".

"Procedure for Mailing Mutilated Currency
The following procedures should be used when packing mutilated currency for examination and possible replacement by the Bureau of Engraving and Printing:
Regardless of the condition of the currency, do not disturb the fragments any more than is absolutely necessary.
If the currency is brittle or inclined to fall apart, pack it carefully in plastic and cotton without disturbing the fragments and place the package in a secure container.
If the currency was mutilated in a purse, box, or other container, it should be left in the container to protect the fragments from further damage.
If it is absolutely necessary to remove the fragments from the container, send the container along with the currency and any other contents that may have currency fragments attached.
If the currency was flat when mutilated, do not roll or fold the notes.
If the currency was in a roll when mutilated, do not attempt to unroll or straighten it out.
If coins or any other metal is mixed with the currency, carefully remove it. Any fused, melted, or otherwise mutilated coins should be sent to: Superintendent U. S. Mint, Post Office Box 400 Philadelphia, PA. 19105".
Los siguientes procedimientos deben ser utilizados al embalar billetes mutilados para su examen y posible sustitución por la Oficina de Grabado e Impresión:
Si el billete está frágil o tendiente a deshacerse, envolverlo cuidadosamente con algodón y en un envase de plástico (bolsa) y luego colocar el paquete en un contenedor seguro.
Si los billetes mutilados están en una bolsa, caja, u otro recipiente, se debe dejar en éstos para proteger los fragmentos de un daño mayor.
Si es absolutamente necesario para remover los fragmentos del recipiente, enviar el contenedor junto con los billetes y cualquier otro contenido que pueden tener fragmentos de billetes que se adjuntan.
Si los billetes estaban planos cuando fueron mutilados, no enrollarlos o doblarlos
Si los billetes estaba en un rollo cuando fueron mutilados, no intente desenrollarlos o enderezarlos.
DIRECCIÓN DE ENVÍO DE LOS BILLETES MUTILADOS:

Mutilated currency, packed according to the above instructions, should be mailed to:

All mutilated currency should be sent by "Registered Mail, Return Receipt Requested." Insuring the shipment is the responsibility of the sender.
For cases that are expected to take longer than four weeks to process, the Bureau of Engraving and Printing will issue a written confirmation of receipt.
To obtain information about your mutilated currency shipment, contact the Mutilated Currency Division at 1-866-575-2361 or 202-874-8897.
Personal deliveries of mutilated currency to the Bureau of Engraving and Printing are accepted between the hours of 8:00 A.M. and 2:00 P.M., Monday through Friday, except holidays. The Office of Currency Standards is located at 14th and C Streets, S. W., Washington, D. C."

El envío debe ser hecho mediante correo certificado con acuse de recibo, bajo la responsabilidad del remitente. (se me ocurre por ej Western Union, o similar).
En caso de que se necesite más de 4 semanas para procesar, la Oficina de Grabado e Impresión emitirá una confirmación por escrito de la recepción.
Para obtener información acerca del envío de moneda mutilada, el número de la División de divisas Mutiladas es el 1-866-575-2361 o 202-874-8897.
ENTREGA PERSONAL DE LOS BILLETES MUTILADOS:
La entrega personal de billetes mutilados a la Oficina de Grabado e Impresión debe realizarse entre las 8:00 de la mañana y 2:00 PM, de lunes a viernes, excepto los días festivos. La oficina se encuentra en las calles 14 y C, SW, Washington, DC.
